Food first, then decide how much culture fits

I am using Borough Market as the starting point for a London route, with the Globe and Tate Modern afterwards. The important decision is the Globe: a paid guided tour needs its own booking, while a look from the riverside is a different stop. I would confirm the tour before fixing the sequence. Lunch stays flexible because I do not want the route to pretend it includes a meal.
